The community centre for the local city council houses 16 community services groups. The building incorporates offices, meeting rooms, communal spaces and outdoor landscaping. Expressionism was the central theme of overall design philosophy. The wall decorations are culturally significant: the concrete castings in the wall that faces UCOL building represent the curves of Manawatu river as it travels through the city reach, and the King St frontage has a screen that mimics the river and the regions landforms - mountain ridges and plains and plateau. The building's butterfly roof compliments UCOL's design, and its flat pitches are also representative of the Manawatu plains.
